Jasa Sendi (M) Sdn Bhd (JASENDI) is a consultancy firm that provides professional services in the field of building asset management and auditing. It has experts for building inspection, performance assessment, building condition monitoring and other types of works. JASENDI was established since 1993 by Prof. Dr. Sr Ahmad bin Ramly, a qualified practitioner by qualification and experience in the fields of building surveying, architecture and building engineering. He is member of the Institution of Surveyors, Malaysia, Royal Institution of Chartered Surveyors, Association of Building Engineers and Chartered Institute of Building (UK). He is also provides expert service to certain government bodies, public and private agencies and many higher learning institutions.


Jasa Sendi (M) Sdn Bhd provides services that comply to the present building acts, laws, regulations and guidelines and serves excellent, efficient and professional service to its clients. These to ensure the accuracy of information and better building performance will be received by clients. Our clients are the Local Authorities, housing developers, property and building owners, property buyers, tenants, contractors, building Management Corporation and others who intend to safeguard their interests and responsibilities in the care of building, maintenance, preservation and restoration of buildings.

Type of services offered:

1.0 BUILDING SURVEYS

There are seven (7) categories of services in this area:

1.1 Dilapidation & Building Condition Survey

There are three (3) areas of work under this sector:
(i) For the purpose of documentation and record: Before a new proposed building to be constructed;
 Main purpose of dilapidation survey is to record the existing physical condition of the buildings within 30 metres radius from the proposed project site boundary. At the moment, Local Authority such as Kuala Lumpur City Hall has compelled the developers to submit the dilapidation survey report together with earthwork plans for the purpose of their inspection, monitoring and record. This is one of the approval conditions of development.
 The dilapidation survey includes external and internal physical condition of the existing buildings and it’s surrounding including infrastructure and public facilities.
 It is the duty of Jasa Sendi (M) Sdn Bhd to liaise with the building owners, tenants, occupiers or building Management Corporation within the 30 metres radius to explain the purpose of the survey and to get access for the dilapidation survey works.
 Dilapidation survey report is important as a document or record to protect the developers, contractors or building owners’ interests in the event of possible claims or disputes or any building damages as a result of the proposed development works.
 Dilapidation survey report is also necessary as preventive measures and to avoid risk of any building damage or destruction that occurs surrounding the project site due to construction works.

(ii) For the purpose of conservation work of old and historic buildings;
 Dilapidation & building condition survey is carried out for the purpose of conserving old or historic buildings. It involves documentation works of history/background of the building, architecture characteristics, detailed description of each structure and element of the building, building condition and others process and re-provide building plan (if no).
 Dilapidation & building condition survey report includes written documentation, photographic and measured or as built building plans.


(iii) The survey before, during and at the end of building leasing term;
 Dilapidation & building condition survey is carried out to record the building condition before and at the end of building leasing term. This to ensure both parties, landlord and tenant to have better perspective about the condition of the rental unit/building.
 Dilapidation & building condition survey report is important to both parties and aims to apply if any disputes pertaining to damages arise, determine remedial cost and responsible party to carry out the repair works.
 Record and report of dilapidation & building condition survey also can be used to assess building condition before a decision to purchase building can be determined by the intended purchaser.
 Through the dilapidation & building condition survey report, actual building problems and rectification needs can be identified. This enables building owner or prospective buyer to feel more confident about the building real value. Not just based on the market price.

1.2 Pre & Post Construction Survey

 Pre-construction survey is performed to the project site to record the existing site condition before any alteration, additional, construction or demolition works to be carried out.
 Post construction survey is carried out to the completed building to record the accuracy of the construction, alteration works, additional or demolition works and examine for any aberration.
 Both surveys are important to ensure the contractor and architect or engineer genuinely executes the project according to the approved building plans and the prescribed specification. Therefore buyers’ interests are always protected and their rights are guaranteed.

1.3 Pre-Delivery & Vacant Possession Inspection

 Pre-delivery & vacant possession inspection applicable to the developers as well as building purchasers. It aims to ensure all the damages have been rectified 100% by the developer prior to delivery of building to the purchaser.
 The developer can appoint Jasa Sendi (M) Sdn Bhd to carry out inspection before taking over the completed building from his contractor prior to handing over process to the buyers.
 Building buyers also can appoint JASENDI to inspect the purchased unit/building before receiving building keys. This to ensure the unit/building was fully completed and services such as water and electricity supply are ready for connection.
Service under this task can be divided into two, namely:
(i) Building defects inspection within Defect Liability Period after construction, normally that is until 24 months after vacant possession;
 The inspection is to ensure that the purchased building and owned is a quality building and built to the prescribed specification, coincides with the purchased price and has value for money.
 Jasa Sendi (M) Sdn Bhd is able to examine either the building is constructed according to specification as stated in the Sale and Purchase Agreement. JASENDI will act on behalf of the purchaser to liaise with the developer to ensure the developer fulfils his responsibility and responds to each complaint or problem that rose by purchasers. Mostly, purchasers do not have any knowledge, experience and their right about construction and maintenance.


(ii) Defects inspection & rectification to building without Defect Liability Period;
 Building defects inspection & rectification are carried out upon request by the client or building owner. The purpose is to record building defects, causes of damages or defects and rectification methods on the building.
 Jasa Sendi (M) Sdn Bhd is also provides specification writing service for materials and cost if required by the client for the rectification works and to monitor the works which is carried out by the appointed contractor.
 Building defects inspection & rectification report will be produced in the hardcopy form and/or electronic formats for ease of reference.

1.4 Leakage & Moisture Penetration Survey

 Normally, most of the leakage problems are not properly handled and actual problem source unidentified correctly. Repair methods are also inaccurate and the materials used are not quality.
 Jasa Sendi (M) Sdn Bhd will conduct appropriate inspection, analyse and suggest correct repair methods to overcome the problems, especially on leakage, moisture and mould problems.
 JASENDI method can avoid the same problem reoccurrence or turn to worse state. Our method can provide more longer building usage life cycle.
 Leakage problems can lead to disruption of building performance and user’s life condition. Fungi and bacteria that produced from moisture in the building will affect the building users’ health.

1.5 Special Building Plans Submission & Approval Services

 Jasa Sendi (M) Sdn Bhd provides special building plans submission & approval services for application of a new proposed development, alteration or additional works. The service will include application of Certificate of Fitness (CF) from the Local Authority (LA). Building with CF will overcome the problem of insurance claims in the event of building destruction such as fire, building or structure collapse or natural disaster.
 For buildings that do not have any plan, JASENDI will provide measured building plans or as built plans services. The plans will be reproduced by the way of measurement works on the existing building. The process later will follow by obtaining CF from LA by JASENDI.


1.6 Building Insurance Survey & Risk Assessment

 Jasa Sendi (M) Sdn Bhd provides service for building insurance survey to avoid underinsured problems or otherwise.
 Risk assessment for building is important to find out the potential/risk of building damage or destruction, failure of building function, vandalism activities, residents’ health and safety and others that may happen to the building.
 Building insurance survey & risk assessment is used to protect the building value and minimize chances of risk/liability that may be faced by the building owner or prospective owner.

1.7 Building Control Services

 Building Control Services provided by Jasa Sendi (M) Sdn Bhd can ensure that the building is built to meet the prescribed standards of safety and health and environment-friendly requirements and comply to all laws, acts and regulations need in Malaysia pertaining to building and construction development.
 JASENDI can provide building plans approval application service, building plans checking and application for Certificate of Fitness (CF) approval for the old buildings without CF and Strata Title requirements as well as to advice on building plans submission requirements or other matters related to Local Authority (LA).
 In addition, JASENDI also can provide building control services on behalf of the LA as an out source service. This method will be more efficient, competent and save LA on operational cost and to increase LA revenue through our skilled and efficient areas/sites inspection. LA will not be facing short of staff for building inspection works.

4.6 Thermography Inspection (IR-Thermal Imager–IR-TI)

 Thermography inspection is a concept of non-destructive test. It’s carried out on the building structures/elements, mechanical, electrical and piping system without touching (non-contact) the structure surfaces or the building systems.
 The advantage of thermography inspection is to enable the building operations are not interrupted during the inspection. No need to shut down any of the services or discontinued the electricity supply.
 In the electrical equipments inspection by IR-TI, it will detect a high temperature indication if the equipments facing poor connections, corrosion, pollution, electrical load imbalances and other bad conditions.
 In the building inspection, low temperature reading will be shown if excessive moisture occurred in the building structures/elements.
 In fact, clogged problems in the piping system can also be detected.
 Repair and preventive maintenance works can be carried out properly because the cause of the problems and location of damages can be determined promptly. This will save time, energy and cost.

 BCIS enables data collection, building inspection, building maintenance, cost estimation, monitoring work and data analysis to be done swiftly.
 BCIS can be accessed through website. It provides complete with safety features and user code.
 BCIS is a maintenance friendly system and easy to operate.
 BCIS is suitable for planned maintenance works especially for the high-density residential buildings such as condominium, apartment, flat and other buildings as well. This will includes managing many buildings in different areas or all over places under one organizat
